The Syndicate is the name given to a loose but highly effective network of smugglers, information brokers, relic fences, and opportunistic operatives who work in the shadows between the four coalitions. They thrive on the gaps left by rigid debt cycles, controlled innovation, and official oversight. While no coalition will openly admit to dealing with them, nearly all have used their services at one time or another. In the Warrens of Brassveil Port, the Outer Ring of The Verge, and certain back alleys of every major city, the Syndicate moves goods, secrets, and people that the official systems cannot or will not touch.
