It is associated with control and betrayal, exerting influence through loopholes, intimidation, and calculated interference in trade, politics, and hemotech dealings. The Syndicate is not a formal government or guild, but a network that exploits the gaps in coalition laws, debt cycles, and reset mechanisms to maintain power without public legitimacy.

The Syndicate has no single headquarters or visible leader. It functions through a decentralized structure of operatives, informants, and compromised officials embedded within trade councils, guild hierarchies, and festival exchanges. Members operate under layers of deniability, using encrypted etched ledgers, disguised hemotech devices, and anonymous intermediaries to conduct business. Their reach extends across all four coalitions, with the strongest presence in the Ironclad Dominion due to the port's high volume of trade and debt contracts.

Methods and Influence

The Syndicate exploits loopholes in reset cycles, allowing them to manipulate contracts, debts, and leases before or after Minor and Grand Resets. They use intimidation and betrayal to enforce control: threats of Wastes exile, sabotage of hemotech shipments, or exposure of dealings to ruin reputations. They facilitate black-market relic trades, contraband hemotech components, and smuggling of void-etched sigils from the Wastes border — their primary revenue source. They maintain deniability through proxies and cutouts, legitimate trade fronts, and compromised officials who block investigations or alter records.
