Aeloria is governed, to the extent that it is governed, by four coalitions. They are not nations in the conventional sense — they do not claim sovereignty over every person within their territorial reach, and they do not attempt to. What they claim is control over infrastructure: the stamping engine networks, the aether distribution systems, the debt cycle architecture, and the trade corridors that connect the continent's inhabited regions. Everything else follows from that control, more or less voluntarily.

The four coalitions are the Ironclad Dominion, the Starwrought Enclave, the Verdis Covenant, and the Duskcrag Concord. They have existed in their current form since the consolidation period that followed the Mourning. Before the Mourning, the political map of Aeloria was different in ways that the surviving records do not fully reconstruct.

What a Coalition Is


A coalition is a governing compact between city-states, industrial operations, and the surrounding territories that depend on them. Membership is not always voluntary in the practical sense — a settlement that relies on a coalition's stamping engine network for its debt cycle participation does not have a meaningful option to withdraw — but it is formally consensual, and the distinction matters to coalition legal frameworks even when it does not matter to the settlements involved.

Each coalition maintains its own internal governance structure, its own enforcement apparatus, and its own approach to the questions that all four must eventually answer: how aether is extracted and distributed, how debts are tracked and reset, how patents are assigned and protected, and what happens when another coalition's interests conflict with your own. The answers differ considerably. The fact that all four coalitions are still operating is evidence that the differences have remained, so far, negotiable.

The Four Coalitions


The Ironclad Dominion is the continent's dominant maritime and industrial power, centered on Brassveil Port. It controls the eastern trade corridor and the largest concentration of shipbuilding capacity in Aeloria. Its approach to governance is commercial: the Dominion measures most things in terms of economic output, debt position, and trade leverage, and applies the same framework to political questions.

The Starwrought Enclave occupies the northern highlands, centered on Gildspire Nexus. It is the continent's primary source of hemotech innovation — new devices, new processes, and the patents that govern who can use them. The Enclave's internal hierarchy is organized around demonstrated technical achievement, which produces a governing class of researchers and engineers whose relationship to conventional political authority is complicated.

The Verdis Covenant controls Ashmourne Spire and the aether font infrastructure that the Spire houses. This gives the Covenant a structural position that no amount of trade leverage or patent portfolio can replicate: the other three coalitions depend, to varying degrees, on aether distribution systems that the Covenant manages. The Covenant's stated position is stewardship rather than control. The distinction is genuine and also frequently tested.

The Duskcrag Concord is centered on Ironshade Hold in the western mountain ranges and operates on a longer timeframe than the other three coalitions. Where the Dominion thinks in trade cycles and the Enclave thinks in patent generations, the Concord thinks in centuries. Its forge infrastructure, its deep-range mining operations, and its institutional memory of the pre-Mourning period give it a kind of authority that does not depend on current economic output.
