The Vault Council is the governing body of the Duskcrag Concord and the institution through which the Concord exercises administrative authority over Ironshade Hold and its affiliated territories. It is composed of the Concord's senior forge-masters, mine administrators, deep operations chiefs, and infrastructure directors — the people responsible for the physical systems on which the Concord's operational capacity depends. Membership is appointed rather than elected or commercially determined, drawn from the senior ranks of each major operational division and reviewed at each Grand Reset cycle.
The Vault Council's institutional character reflects the Concord's foundational priorities: continuity over speed, demonstrated competence over political positioning, and a preference for decisions that will still look correct fifty cycles from now. Other coalitions occasionally describe this as inflexibility. The Concord considers it precision.
Membership & Composition
Vault Council membership is drawn from the heads of the Concord's major operational divisions — the forge infrastructure, the deep extraction operations, the geothermal systems, the surface route administration, and the institutional archive that maintains the Concord's historical records. Each division head holds a Council seat for the duration of their divisional tenure. The Warden appoints division heads from qualified candidates within each division's senior staff.
There is no term limit on divisional tenure and therefore no automatic turnover on the Council. Members serve until they retire, are removed for cause, or until the division they lead is restructured. In practice the Council's composition changes slowly — which is, from the Concord's perspective, a feature of the system rather than a limitation. Institutional memory is considered an operational asset.
Authority & Function
The Vault Council governs the Concord's day-to-day operations by consensus where possible and majority vote where necessary. The Warden holds final authority on matters the Council cannot resolve and on questions of external policy and inter-coalition positioning. Unlike the Ironclad Dominion's arrangement, where the Overlord and Trade Council operate in close commercial alignment, the Concord's Warden is expected to hold a perspective that extends beyond any individual division's interests — a deliberate structural separation between operational authority and executive authority.
The Council's most significant regular function is the management of the Concord's deep operations — the extraction, processing, and infrastructure work that produces the materials and energy systems the Concord provides to the continental economy. Decisions affecting deep operations timelines, extraction site selection, and the structural integrity assessments that govern what can be safely worked are made at the Council level with input from the relevant division heads.
The Vault Council also maintains the Concord's institutional archive — the most complete collection of pre-Mourning operational records held by any coalition. What the archive contains beyond its publicly acknowledged holdings has not been fully disclosed. Access requires Council authorization.
Inter-Coalition Standing
The Vault Council engages with its counterparts in other coalitions with the deliberateness that characterizes most Concord institutional behavior. Its positions arrive fully documented. Its commitments are kept. Its timeline for reaching positions is longer than its counterparts prefer and shorter than its counterparts fear. The Concord's structural neutrality in Dominion-Enclave disputes is a Vault Council policy of long standing — maintained consistently enough that it has ceased to be a negotiating position and become simply a known fact about the Concord.
