The Trade Council is the governing body of the Ironclad Dominion and the institution through which the Dominion exercises administrative authority over Brassveil Port and its affiliated territories. It is composed of the Dominion's senior commercial interests — the heads of major merchant houses, guild representatives above a minimum annual trade volume threshold, and the administrators of the Dominion's core infrastructure operations including the port authority, the shipyard consortium, and the debt ledger system. Membership is not elected. It is earned through demonstrated commercial standing and maintained through continued performance against that standard.
The Trade Council operates on the premise that the people best positioned to make decisions about a commercial civilization are the people who have demonstrated they understand how commerce works. Other coalitions have opinions about this premise. The Dominion considers the debate settled.
Membership & Composition
Trade Council membership requires a documented commercial standing threshold — a minimum annual trade volume, maintained consistently across at least three consecutive reset cycles, verified against the Ledger & Lash's public records. This makes membership objectively measurable and removes the need for political appointment processes, which the Dominion regards as inefficient. It also means that membership can be lost: a council member whose commercial standing drops below the threshold for two consecutive cycles is removed by automatic review, without requiring a vote.
New members are elevated when their standing qualifies them. The existing Council reviews applications at each Minor Reset. Challenges to qualification findings go to the debt arbitration division for independent assessment. The process is documented in detail in the Dominion's public governance charter — one of the most thoroughly published governance documents of any coalition.
Authority & Function
The Trade Council holds authority over the Dominion's commercial policy, port operations, maritime licensing, and the debt enforcement mechanisms that underpin the Dominion's economic architecture. It operates by majority vote on standard matters, with a supermajority required for decisions affecting the continental debt cycle framework or the Dominion's formal positions in inter-coalition negotiations.
The Overlord holds executive authority above the Council on matters of external policy and emergency governance. In practice, the Council and Overlord operate in close alignment — the Overlord is drawn from the Council's senior membership and reflects its institutional priorities. The relationship between the two has not produced significant conflict in the current cycle.
The Trade Council's most consequential regular function is the management of the Ledger & Lash — the debt ledger platform whose records govern commercial obligation across the Dominion's territory and, through the continental network, affect every party that participates in the reset cycle system. The Council sets ledger policy, resolves challenges to ledger records, and oversees the stamping engine operation that executes the Minor Reset.
The failed Turning at Brassveil Port has placed the Trade Council in an unprecedented position. Its stamping engine produced the first recorded misfire in the continental network's history. The consequences review it convened has not released findings. The legal questions it must resolve have no established precedent in the Dominion's governance charter because the charter was written on the assumption that the engine functions.
Inter-Coalition Standing
The Trade Council engages with the Resonance Council of the Starwrought Enclave, the Vault Council of the Duskcrag Concord, and the Council of the Font of the Verdis Covenant as its institutional equivalents in inter-coalition matters. Its reputation among those bodies is for directness and commercial precision — positions are stated in terms of economic interest, commitments are kept when commercially rational, and the Council does not invest significant energy in diplomatic framing that obscures what it actually wants.
This approach produces efficient negotiations and periodic friction in equal measure.
